My cruise ship will sail through Halong Bay anyway. Is it still worth doing a separate boat tour?

Yes, because big cruise ships usually stay far from the main attractions

Smaller boats can go closer to caves, lagoons, and kayaking areas. Ship only dock at cruise terminal
