I don’t have much time and don’t want to rush.
Is it still worth going ashore for a short time?

Yes, but keep it simple. 2–3 hours is not enough for a full tour, but enough to step out and get a feel of Halong city, museum, market

Think of it as a short break from the ship, not a full excursion. That mindset helps a lot
