I don’t feel like joining any tours. Is it okay to just stay near the port and relax?

Yes, totally fine. You don’t have to join any excursion.
You can take the shuttle to the main lobby, sit in the AC area, grab a coffee, and just relax

The view from the port is actually quite nice. You can watch cruise ships coming and going without doing anything

If you want a bit more, you can take a taxi (~1km) to Bai Chay beach.
Easy walk, coconut drink, sea view, ery chill.

If you want a better view, you can go up to Thong Zeo, higher perspective over the bay
